Is it possible to stop others from signing you out on Gmail or not letting others sign in?

If it's a computer that you use soley, then you can lock it by setting up a password, then locking it by pressing and holding the Windows logo key + L...then type your password to unlock.

Is it possible to stop others from signing you out on Gmail or not letting others sign in?
If it is a shared pc, no.
